General template for documenting how to improve Hockeypuck and keyservers. Copying loosely from Ethereum's EIPs.

Motivation

Need a structure and format for defining larger changes to Hockeypuck that require non-trivial amounts of thought, development, and implications for OpenPGP and the web of trust (WoT) at large.

This is a meta proposal that outlines the general structure of these docs to more easily start a new coherent one.

Make a wiki PR with an EIP n+1 title and propose.

Basically, copy and paste this document (but do not edit) this as a template to start a new HIP. Maybe add new sections if it's really needed.

Anti-features, stuff we're not going to do.

What kind of security issues does this address? What could possibly go wrong, etc.? What issues might be a concern to address with this solution? How have these been identified and analyzed?

What might break as a result of implementing this proposal? How will that be addressed?
